Internal Rules Committee The Internal Rules Committee (IRC) functions to ensure proper internal proceedings within the branch. They work throughout the year to make amendments to Title V and the Judicial Rules and Procedures (JRP) through careful internal review. They ensure all Judicial business is conducted properly, and that the Judicial governing documents are written to be as conductive as possible.
